URGENT APPEAL MURDER OF A WOMAN BY SAF SOLDIER IN DALLAMI, SUDAN
On 1 st September 2020, a tea maker/seller Ms. Noura Fadul Rehan was shot dead
by SAF soldier in Dallam; this was due to a short dispute between them. After
shooting her, the soldier ran away and hid at the military base. The murder
case was reported to police but they have not arrested him. On 1 st September
2020, Ms. Noura was at her shop serving two customers. An armed soldier of
Sudan Armed Force (SAF) came and ordered for coffee. The soldier wanted
(insisted) to be served before the other customers but Ms. Noura did not comply
with his request. This annoyed him (the soldier) and he immediately shot her
seven times on the chest and abdomen and she died instantly. Thereafter, the
soldier ran to the military base. The dead body was buried by her family and
community members of Dallami. The family members reported the case at Dallami
police but the police has not arrested the culprit, the military commandant in
Dallami also did not hand in the soldier/culprit to police. This caused tension
between civilians and soldiers in Dallami. HUDO is very concerned about the
behavior of SAF soldiers and militias in Nuba Mountains/ South Kordufan and
calls upon Sudan Sovereign Council, the prime minister, South Kordufan state
governor, and federal minister of defense to;
· Immediately investigate
this murder case
· Hold to account the SAF
commandant in Dallami and to hand over the culprit (soldier) to police
· To address the state of
insecurity caused by security agencies in South Kordufan/ Nuba Mountains.
· To ensure rule of law.
· To ensure that the safety
of civilians in conflict areas is guaranteed
· Sudan government to

Fadul Rehan Adam was 27 years old and tea maker/ seller in Dallami market.
Dallami is the capital of Dallami locality in Nuba Mountains/ South Kordufan
State. Dallami military base is located about one (1) km south Dallami market.
HUDO had frequently reported about women that were shot dead or injured by
soldiers. For instance;
· On 1st May 2020, an armed
soldier named Kamal Tartur, dressed in Sudan Armed Forces (SAF) uniform, shot
five people, two of them had died and three were seriously injured, among them
Ms. Hawa Kowa (26 years) and Ms. Halima Hamid Fatees (47 years).
· On 18th September 2019, a
PDF soldier shot at a group of people and killed Ms. Mahaseen Edriss (30 years)
