Misconduct by SAF in Dilling

                                               URGENT APPEAL MISCONDUCT BY SAF AGAINST CIVILIANS IN DILLING, SUDAN
SAF soldiers at checkpoint in Dilling arrested and confiscated civilians’ merchandise and forced them to pay bribes. No action has been taken against them by the head commander yet many complaints have been made. Sudan Armed Forces (SAF) soldiers who have been located at Checkpoints in Dilling (mostly at Altomat checkpoint) have been intimidating and confiscating civilians home use goods (without a judicial order). They confiscate goods of people who come from villages for shopping in Dilling market, this act under allegation (by SAF soldiers) of those civilians were coming from Sudan People Liberation Army – North (SPLA-N) controlled areas or taking the good for these areas. On 15th July 2021, SAF soldiers at Altomat checkpoint confiscated fifty (50) litres of petrol from Mr. Maki Ibrahim Degela who had came from Hagar-Jawad village. He had purposely come to buy fuel for his motorbike/ tuktuk which he uses for public/ commercial transport. On 19th July 2021, SAF soldiers in Altomat checkpoint arrested Mr. Babikir Faragalla Daldoum and Mr. Abduelhaleem Mohammed Jebrail who had come from their village to do shopping at Dilling market. They were detained at the checkpoint, intimidated and forced to pay seven thousand Sudanese pounds (about 17 USD) before being released the same day evening. HUDO is very concerned about the situation of civilians in conflict areas and calls upon:

The transitional government of Sudan to hold to account SAF commandant in Dilling and the suspected soldiers for their misconduct.
· Sudan government to end the state of emergency in conflict areas which enables SAF to act irresponsibly.
· Sudan government to compensate the confiscated items
· Sudan government to respect the civilians’ constitutional rights and its international obligations. HUDO Centre More Information Mr. Maki Ibrahim Degela (40 years) is from Hagar-Jawad village. Tuktuk/ motorbike is a three wheeled motorbike with three seats for passengers, and it’s commonly used in Sudan for public transport. Mr. Babikir Faragalla Daldoum is 33 years old and Mr. Abduelhaleem Mohammed Jebrail is 24 years old, both were farmers and coming from Jalut village. Hagar-Jawad is a village on the way between Dilling and Kadogli. It’s located in a distant of about 25 KM south Dilling town and within the government controlled territory. Dilling is a city in South Kordufan State/ Nuba Mountains. Altomat checkpoint is located on the southern entrance of Dilling town. SAF in South Kordufan State/ Nuba Mountains and particularly in Dilling usually intimidates, arrests and confiscates the merchandise of civilians without any judicial order. They rely on the state of emergency laws that were imposed on states under conflict/ wars. For instance

· On 9th February 2021, the SAF/MI confiscated two (2) small sacks of sugar (10 Kg), one cooking oil container (18 litres) from K.A at Altomat checkpoint as he was traveling back to his village Katla.
· On 16thFebruary 2021, SAF/MI confiscated one (1) small sack of sugar (10 Kg) from a person traveling back to his village Atu and forced him to pay three thousand SDG (about 8 USD). They also threatened him to be arrested if he failed to pay.
· On 12thMarch 2021, SAF/MI confiscated some commodities from S. N while he was returning back to Hagar Jawad after shopping.
