UA Kadogli hospitals in strike for more than ten days

<p>No. H.K/UA/07/021 <br />27th March 2021 <br /><br />                              URGENT APPEAL HOSPITALS WORKERS ON STRIKE FOR MORE THAN TEN DAYS IN KADOGLI, SUDAN <br />Since 17thMarch 2021, Kadogli civil hospitals workers went on strike due to intimidation of medical personnel by SAF soldiers. Officially, the case was filed against the SAF officer but he did not comply with police summons and the state authority did not intervene. On 12 thMarch 2021 at about 10:15 pm, the ambulance of Kadogli Referral Hospital was taking a female doctor and nurse back home after their duty (working shift). They were obstructed and stopped on the road by a group of Sudan Armed Force (SAF) soldiers headed by officer Eltoum known by nickname of (Al-Jox). This officer intimidated them and denied the right of way to the ambulance during the curfew time. He released them after almost one hour. The following day, a case was filed against the officer at the police and a summon warrant was sent to the military base but the SAF officer did not comply to summons. On 17th March 2021, Kadogli hospital staff went on strike (demonstrated) for three days. Then from 21st March 2020, the referral hospital and the pediatric hospital completely locked down. It is only the teaching hospital that remained open for only emergency cases. Up to date the SAF officer refused to comply with rule of law (respect the police summons). Also, there has been no response from the state governor towards the current status while the health workers demanding rule of law. HUDO is very concerned about the situation of civilians/ workers in conflict areas and calls upon: <br />· Sudan government to hold to account the SAF officer administratively for misuse of power. <br />· Sudan government to question SK governor and SAF commandant in SK for not acting accordingly to solve the situation. <br />· Sudan government to lift any kind of impunity over this officer in order to enable the rule of law. <br />· Sudan government to respect the constitutional rights of citizens <br />· Sudan government to respect its international obligations towards SDGs (the third). HUDO Centre More information The female doctor her name is Dr. Salma Ahmed Osman. The nurse name is Ms. SehamvMamoun. The ambulance driver’s name is Mr. Ahmed Musa Bashir. The civil hospitals in Kadogli are the teaching hospital, pediatric hospital and the referral hospital. Kadogli is the capital city of South Kordufan State/ Nuba Mountains. The name of the SAF officer in this case is Eltoum Abdalla Elnaiem, known by the nickname Al-Jox. This very officer, on 31st January 2021 had intimidated some medical personnel in Kadogli teaching hospital and opened fire (gun shots) inside the hospital without considering the rules and regulation in hospitals. The affected rights: Personal safety and security + rule of law <br />· Articles24, 48 and 53 of Sudan Transition Constitutional Document 2019 read with <br />· Articles3, 7 and 8 of the universal declaration.</p>
