UA SAF officer intimidate civilian
<p>No. H.K/UA/06/021 <br> 23<sup>rd</sup> March 2021 <br> <br> URGENT APPEAL SAF OFFICER ASSULTED A CIVILIAN AND REFUSED TO COMPLY WITH RULE OF LAW IN BLUE NILE, SUDAN <br> On 13<sup>th</sup> March 2021, SAF officer assaulted and injured Mr. Mohammed Ibrahim Mohammed (driver) in Kurmuk locality. The victim reported the case against him (SAF officer) at police but the SAF officer did not comply with police summons. On 13thMarch 2021, a personal dispute arose in Daim-Mansour market between a truck driver by names of Mohammed Ibrahim Mohammed and Sudan Armed Force lieutenant colonel. The SAF officer ordered the driver to go out of Daim-Mansour and the driver complied with his order and left the area. While he was on his way to Kurmuk town, the SAF officer pursued him/driver and caught up with him at Bashir-Nugu village. The SAF officer physically assaulted the driver, insulted him while pointing the gun on the driver’s chest threaten to kill him. Afterwards, the driver managed to reach Kurkuk where he received first aid and reported the case against the SAF officer. But, up to date police have not apprehended the SAF officer. The SAF officer also ignored summons made by police or the civilian authority. This issue raised tension and apprehension among members of the public. HUDO is very concerned about the situation of civilians in conflict areas. HUDO calls upon: <br> · Sudan government to hold to account the SAF lieutenant colonel administratively for misuse of power. · Sudan government to lift any kind of impunity over this lieutenant colonel in order to enable the rule of law. <br> · Sudan government to end the state of emergency in conflict areas. <br> · Sudan government to respect the constitutional rights of citizens <br> · Sudan government to respect its international obligations. HUDO Centre More information Mr. Mohammed Ibrahim Mohammed (57 years) is a truck driver and a resident of Damazin (the capital of Blue Nile State). SAF lieutenant colonel is the commandant of Daim-Mansour. Daim-Mansour is small town in Kurmuk locality of Blue Nile State. Its location is in a distance of 27 km South of Kurmuk town (capital of Kurmuk locality). Bashir-Nugu is a village between Daim-Mansour and Kurmuk town.
