No. H.K/UA/05/021
22nd March 2021

URGENT APPEAL ARREST OF MR. SULIMAN BY SAF IN BLUE NILE, SUDAN
On 8 thMarch 2021, MI/SAF in Guisan arrested Mr. Mohammed Suliman and took him to Damazin. The reason for his arrest was not given. He is held incommunicado and this raised fear that he could be undergoing torture. On 8 thMarch 2021, the military intelligence (MI) of Sudan Armed Force (SAF) arrested Mr. Mohammed Suliman from Um-Sheaifa village of Guisan without giving a reason. On 13th March 2021, they transported him to Damazin town where he is currently detained at Damazin military base. They could not allow family members or lawyers to visit him. This raised fear that he could be undergoing torture. An activist from Guisan informed HUDO Centre that “Mr. Mohammed Suliman is living in a Buldabro area which is under SPLA-N control and he came purposely to attend a wedding of his brother. I believe his arrest is because he came from SPLA-N controlled area as we witnessed such arrests before for the returnees”. Another reliable source informed HUDO Centre that, “Mr. Mohammed Suliman was tortured, detained in very poor conditions, was not given enough food and water and he is in a bad health state.” HUDO is very concerned about the situation of civilians in conflict areas. HUDO calls upon:
· The military authority in Blue Nile State to immediately release or produce Mr. Mohammed Suliman to the courts of law if there is a case against him.
· Sudan government to hold to account SAF commandant in Blue Nile for this arrest.
· Sudan government to end the state of emergency in conflict areas which enables MI to arrest civilians at will.
· Sudan government to respect the constitutional rights of citizens
· Sudan government to respect its international obligations. HUDO Centre More information Mr. Mohammed Suliman (30 years old) is a farmer and baobab seller. Um-Sheaifa village is 2 km North of Guisan town (the capital town of Guisan locality in Blue Nile State). Buldabro is an area East of Guisan town controlled by SPLA-N. In Guisan locality SAF is very known for arresting returnees from SPLA-N areas yet there is a standing order from the previous Blue Nile state governor to allow people to come. For example; on 1 st March 2021, SAF in Guisan arrested four civilians including children. Their names are Mustafa Badai (24 years), Abdelgayoum Omer (26 years), Amir Yahya (8 years) and Mergani Aboud (9 years). They were tortured and intimidated. They were released the following day under pressure from Guisan public but their belongings were confiscated.
