UA Arrest of Mr. Keilla by MI in Talodi
<p>No. H.K/UA/04/021 <br> 5th March 2021 <br> <br> URGENT APPEAL ARREST OF MR. KAILLA BY MILITARY IN TALODI, SUDAN <br> On 3rd March 2021, SAF in Talodi arrested Mr. Abduelsalam Kailla Komi from his shop. The reason for his arrest was not given. He is held incommunicado which raised fear that he could be under torture. On 3rd March 2021, a group of armed soldiers of Sudan Armed Force (SAF) arrested Mr. Abduelsalam Kailla Komi from his shop at Talodi market and took him to SAF’s military base in town. They did not allow lawyers or relatives to access/visit him. There was no case filed against him at police office. His family is worried that he could be undergoing torture. Eye witnesses presume that “the reason for his arrest is because of the ten sacks (bags) of wheat flour (alleged to be subsidized commodity) that had been transported through his office (Kailla is a transport agent in Talodi). This thought was supported by the evidence that SAF took the sacks wheat flours with him during the arrest”. HUDO is very concerned about the situation of civilians in conflict areas. HUDO calls upon: <br> · The military authority in Talodi to immediately release or produce Mr. Keila to the courts of law if there is a case against him. <br> · Sudan government to hold to account SAF commandant in Talodi for this arrest. <br> · Sudan government to end the state of emergency in conflict areas which enables MI to arrest civilians at will. <br> · Sudan government to respect the constitutional rights of citizens <br> · Sudan government to respect its international obligations. HUDO Centre More information Mr. Abduelsalam Kailla Komi (52 years old) is a trader/ transport agent. Talodi is the capital town of Talodi Locality in Nuba Mountains/ South Kordufan State After the ouster of former president (Bashir) in 2019, SAF continued to arrest civilians in Nuba Mountains. SAF arrests people arbitrarily ignoring the rule of law. This is done regardless of the current political changes in Sudan. The state and central governments have not intervened to stop SAF from arresting people arbitrarily. For instance: <br> · On 18th December 2020, Mr. Taj-Elsir Abdalla Mesaibeil and Mr. Hussein Ibrahim Abu-Jarra were arrested by SAF in Talodi. They were released on 23rd February 2021 after being tortured and no case was filed against them and their belongings were confiscated. <br> · On 12th February 2021, Mr. Awad Mohammed Hassan was arrested by eight (8) armed soldiers of SAF from Altugula gold mine of Talodi. He was released on 23th February 2021 after being tortured and his belonging were confiscated.
